NOTABLE NOTES: A General Plan Amendment was initiated in March 2006 along with master development and airport layout planning process steps. The ultimate goal being to re-designate the former air facility [County-owned property ] from its current designation of Agriculture to a new designation that would be developed specifically for industrial, light industrial, business park and air facility uses. Staff anticipated the RFP for Master Developer identification to transpire in two (2) phases with multiple candidates. However, the process was collapsed to an exclusive (12-month) negotiation process based upon requests from both master developer RFP finalists for exclusivity to negotiate forward. Current process has brought the Board to a decision point regarding next steps. The County Board identified PCCP West Park as the candidate finalist to participate forward through RFP Phase II. It is anticipated that the General Plan Amendment/formal master planning/airport layout planning and EIR process will remain on hold during the 12 month negotiation process. Once a master development plan and agreement are reached (Board approved) the environmental analysis will be completed in conjunction with the identified private master development partner. |
